PA RegulationsThe Pennsylvania Code contains the state's library regulations. The relevant regulations are found at 22 Pa. Code (Regulations) §§ 131 - 143. These regulations explain how to implement the statutory provisions contained in the Public Library Code (Statute) found at 24 Pa. C.S. §§ 9301-9376. The regulations include library standards, certification and continuing education requirements, and requirements for the submission of plans for the use of state aid.

IRS.govAn organization may look to the IRS for federal documentation, federal taxes, or maintaining a charitable status. Documentation may include: Tax Exempt Status – Application and Recognition, Tax Exempt Status – Determination Letter, Annual Tax Return for Exempt Organizations (and any applicable supplements), and Federal Employer Identification Number (FEIN).
National Council of NonprofitsThe National Council of Nonprofits stay connected with federal legislation that affects nonprofits. It also works to provide networking and educational opportunities.
Office of Open Records - Sunshine ActThe Sunshine Law applies to state or local agencies that perform an essential form of government to deliberate publicly. In some cases, this includes libraries under municipal authority. In other situations, 501(c)(3) libraries are not as likely to be held to these laws, but they are considered best practice.
Pennsylvania Association of Nonprofit Organizations (PANO)PANO features information about how to form a nonprofit, including filing Articles of Incorporation with the Pennsylvania Department of State, and filing for tax-exempt status with the Pennsylvania Department of Revenue. PANO members have access to a helpful feature, the ASKPANO Helpline, where they can call-in with any nonprofit question.
Pennsylvania Citizens for Better Libraries (PCBL)This is the statewide Friends of the Library organization. Local libraries can be affiliates of PCBL and utilize their umbrella tax exemption status. Friends groups are especially helpful to municipal libraries that can’t use a 501(c)(3) status, where the Friends group can sometimes apply for grants or materials.
