Delivery and Interlibrary Loan

Delivery services are often provided by either the system or district. Depending on the amount of district library center aid available and member library funding priorities, as district consultant you may find yourself in charge of one or both of these departments. Delivery service may include full or affiliate - Interlibrary Delivery Service (IDS) membership for your member libraries, a district-wide van delivery service, or postage through USPS. 

IDS is contracted through IU 29 in Bucks County. The renewal notification is generally sent out every November to be completed online. IDS billing generally occurs in January. The billing/package count cycle is October to September.

Interlibrary Loan (ILL) is a service that is to be assigned to or supervised by a professional librarian per regulations 141.22 (e)(2)(iii). In-state ILLs can be requested and processed through the statewide ShareIt system.

The Governor's Advisory Council has approved Interlibrary Loan Guidelines and a Manual. Consulting staff should be familiar with the guidelines in order to answer member library questions.

DLCs may be a member of OCLC, and that annual fee may be part of the district services budget. OCLC membership may include cataloging functionality within OCLC and access to records for copy cataloging with WorldCAT as well as interlibrary loans from libraries outside Pennsylvania.
