State Aid Resources for Pennsylvania Public Libraries

District Reports Overview

Generally, there are a total of four (4) reports available to District Library Centers (DLC) specifically. 

They are:

  • District Library Center Report
    • Generally open from July to September each year. 
    • This is information gathered based on the DLC's fiscal year. 
    • This must be completed by each DLC.
  • District Library Center Waiver Application
    • Generally open from mid January - March. 
    • This is a request for a waiver to continue to receive state funds even though the DLC is not meeting district standards. 
    • This must be completed by each DLC. 
  • District Negotiated Agreements
    • Generally open from February/March to June.
    • This is the agreement between the DLC and the member libraries along with the application for district aid.
    • This must be completed by the DLC, and the member verifications are completed by all member libraries within the district. 
  • District Library Center Unexpended Funds
    • Generally available from February/March to June
    • This is a formal request to carry over unexpended funds into the following fiscal year. 
    • This is only to be filled out in extenuating circumstances when a DLC has been unable to spend the entirety of the state aid they received within that fiscal year.
