Starting from a comment about it "always rains on my birthday" by Civil War veteran and farmer Caleb Ely, the Rain Day festival has drawn national attention since the 1930s as the people of Waynesburg kept records of whether or not it rained on July 29th. Tracking the data since 1874 indicates that yes, it indeed does rain on July 19th. The festival itself started in 1979 to commemorate this local event.
