Library Services and Technology Act (LSTA)

The Office of Commonwealth Libraries (OCL) reviews its priorities for the use of LSTA funds annually.  LSTA grant opportunities are announced on the Compendium and Pennsylvania Department of Education press releases. 

Library Services and Technology Act (LSTA) grants align with the state fiscal year, July 1 to June 30. 

The 2023-24 program year will run October 1, 2023 - June 30, 2024, to ensure subsequent years align with the state fiscal year.

Grant applications are submitted via eGrants.  Access eGrants through MyPDESuite with your Keystone ID.

Projects funded with LSTA funds must meet the goals and objectives found in OCL’s approved 2023-2027 LSTA Five-Year Plan

There are two types of LSTA grants that benefit academic (post-secondary), public, school (K-12), and special libraries (such as those in prisons). 

Each type has a competitive grant application process:

  • Local Library Grants - These grants are awarded to projects that impact a local library or group of local libraries (such as a system, district, multi-county area, or individual library).
  • Statewide Library Service Grants - These grants are awarded to organizations that have the capacity to develop and deliver services for academic (postsecondary), public (including volunteers and library boards), school (K-12), or special libraries (such as those in prisons) that impact libraries on a statewide scale.
